I read this news last night featured in Yahoo home page. It was a strange cloud appears in Moscow, reported by people who observed this spiral cloud formation.
According to meteorological study, it was a reflection of sun rays over the clouds which formed a spiral strange cloud according to others.
According to NASA, this strange cloud are now common to happen. You can visit their website to see some of their footage of this spiral clouds appears in heaven. Here's the video of this strange cloud captured in tape by some curious individual. I got it from YouTube:
